open the template in psp delete the © layer click on layer 6 select all float defloat and paste a tube of choice over the selected area invert and hit delete select none then click on layer 4 select all float defloat and paste a paper of choice over the selected area invert and hit delete select none delete the original layer do this for the remaining layers once done paste a tube of your choice and place to your liking

Paste
the wire as a new layer resize duplicate and place these under all
layers and move to the sides of the tag paste the text as a new layer
resize to your liking and place to the right and bottom of the tube
layer paste the lock as a new layer resize to your liking and place on
the text layer duplicate it and move this under the text layer so the
the text is between the lock layers then take your eraser tool and click
on the top lock layer and erase some of the lock so it looks like it
goes through the text
Then
paste beads bottle and knickers as new layers resize these to your
liking and place where you like paste the sign as a new layer resize and
place behind the knickers paste the ribbon 2 as a new layer resize
duplicate and place these behind the tube layer paste a bow of choice
resize duplicate and place these to your liking on the tag
Paste
the star 2 as a new layer resize duplicate and place these where you
like paste the beads 3 as a new layer resize and place to your liking
paste the dice and button 3 as new layers resize and place these where
you like paste the sparkles as a new layer resize and place where you
like paste the glitter as a new layer resize duplicate and arrange below
all layers to the sides of the tag
add
any other elements to the tag if you like add your shadows and any
filters you like crop and resize the tag add your name copyright info
your credit if happy save as png
